Franklinton Community Mobility Plan Project Management Meeting #7 Minutes

Attendees

Physical Improvements Map

  • Dan Burden’s recommendations in GIS
  • Show roads with median parks with two lines, divided
  • Show schools
  • Medians should be placed on curves, where available, and emphasized more (thicken line)
  • Curb extensions need broken down to show which corners are being recommended

Central Avenue/Sullivant Avenue Intersection

  • City of Columbus is currently considering increasing curb radii on all corners, but southwest corner, from 15 feet to 45-50 feet
  • EMH&T is currently preparing a red-light running camera plan for one leg of the intersection
  • It was noted that Carol Stewart did not want to lose the building on the southwest corner

Problem Statement

  • Issues noted in area plans need addressed
  • Truck routing issues north of Broad Street need addressed. EMH&T to contact industries.
  • Terry to send data with traffic calming requests received by the City to EMH&T

Prioritization

  • Priorities to be assigned to certain areas, not necessarily to individual improvements
  • Priorities should be assigned assuming a budget of 250k to 300k per year
  • Citizen comments pertaining to speeding issues should be prioritized, regardless of data results
  • EMH&T to prepare draft list of prioritization schedule and send to group for review and comment

Design/Constructability

  • Tier 1 could be broken down further into Tier 1a and Tier 1b for common improvements
  • Historical data showing effectiveness of recommended traffic calming improvements is desirable – Dan Burden may have
  • Chicane in Clintonville was removed due to issues with headlights being directed into nearby houses
  • Curb Extension Design
    • Use truck tapers to help turning movement templates
    • Use a design vehicle with a wheel base equal to that of a firetruck
  • Broad Street
    • Terry prepared some typical sections and will send to EMH&T
    • Parking on north side of street should be preserved because businesses want to capture trips exiting the city in the evening.

Sidewalks

  • Maintenance of existing sidewalks is adjacent property owners responsibility
  • Maintenance of existing curb ramps is adjacent property owner responsibility if it is not tied to proposed street work being done by the city
  • If sidewalk non-existent, it is the City’s responsibility to install, if desired
  • Prioritize sidewalk improvements based on Linden Plan, i.e. high importance should be given to areas near schools

Future Meetings

  • September 4 – September 14
    • Meeting to discuss website design
    • Terry would like the manner in which each community mobility plan is accessed to be referenced geographically
    • Terry would like to have search engine registration of the site to move the website up to the top of the list
    • When search engines are used, meeting minutes are displayed, rather than the home page
    • Include Jason Woodman from EMH&T in meeting
    • EMH&T to email Terry available dates
